Frequency-constrained Co-planning of Generation and Energy Storage with High-penetration Renewable Energy

Large-scale renewable energy integration decreases the system inertia and restricts frequency regulation. To maintain stability, allocating adequate frequency-sup-port sources poses a critical challenge to planners. In this context, we propose frequency-constrained coordination planning model of thermal units, wind farms, battery storage systems (BESSs) provide satisfactory supports. Firstly, modified multi-machine response (MSFR) that accounts for dynamic responses from both synchronous generators grid-connected inverters is constructed with preset power-headroom. Secondly, rate-of-change-of-frequency (ROCOF) power are deduced construct constraints. A data-driven piecewise linearization (DDPWL) method based on hyperplane fitting data classification applied linearize highly nonlinear power. Thirdly, constraints inserted into our model, while unit commitment coordinated operation thermal-hydro-wind-BESS hybrid implemented. At last, proposed IEEE RTS-79 test system. The results demonstrate effectiveness co-planning keep stability.
